"As Chief of Missanabie Cree First Nation I commit to the following"

Bringing Our People Home & Reconnecting to the Land

  • Support for Members on the Land: I will ensure members who choose to live on or spend time in Missanabie are supported, whether seasonally or year-round. This includes creating safe and accessible spaces for RVs, trailers, tents, and camps, and building storage facilities for boats and equipment.

  • Respect for Off-Grid and Traditional Living: Not all members want conventional housing. I support alternative, off-grid lifestyles and will work to ensure everyone has a place within our homeland—without division or competition for land.

Truth, Transparency & Accountable Governance

  • Real Transparency in Leadership: I will implement regular, open community meetings (minimum three per year) and ensure no major developments happen without membership consent.

  • End Rubber-Stamp Governance: I will put an end to decisions made by just three signatures without full discussion. Band Council Resolutions (BCRs) will follow proper consultation within a duly convened meeting.  We cannot pass resolutions without a full discussion and understanding. Being rushed to do so, without consideration is very ineffective and creates undue tension and conflict and leads to unfavourable outcomes. We must strive for consensus and understanding to make informed decisions.

  • Accountability for Band Management: Evaluations and contract renewals for the band Manager will follow policy and include all of Council. I would also commit to ensuring band members inquiries and concerns will be addressed in a timely manner.

  • Financial Clarity: Community members will have full access to financial statements and investment records. All investments and agreements will be clearly communicated.

People First:  Investing in Members

  • Revenue for the People: I will push for a larger share of profits and dividends from our business and trust investments to directly benefit members, especially those struggling with the rising cost of living.

  • Affordable & Emergency Housing: I will prioritize affordable housing options for individuals and families and emergency housing for those in crisis or need. 

  • Mental Health & Addictions: I will support the creation of a land-based treatment centre on the Boys Camp land for members struggling with mental health or substance use.

  • Support for Urban / Hub Members: I will ensure that urban members receive the same level of support and inclusion as those living locally including support for affordable and emergency housing.

Strengthening Our Community

  • Healing Lodge Rebuild: I will rebuild the Healing Lodge that collapsed in 2013, as promised, and restore its role as a central piece of healing and cultural resilience.

  • Community Unity: I am committed to fostering healing, unity, and kinship reconnection. I will create opportunities for relationship-building and nationhood exercises that help us to identify our connections as relatives, to understand our history and to pass on this knowledge to our future generations.

  • Elders' Voices Respected: Elders will be central to our decision-making. I will ensure they are heard, respected, and supported.

Education, Employment & Skills Development

  • Life & Land Skills Training: I will expand programs in land-based learning, survival skills, trades, and life skills to empower members of all ages.

  • Employment & Training for All: I will support initiatives like Guardians of the Land, Community Support Personnel , and entrepreneurial programs that don’t require post-secondary education.

Protecting Our Land and Our Integrity

  • Ethical Business Practices: I will never support development that disrespects our own land or the territories of other First Nations. I refused to support a landfill project that violated another nation’s consent, and I stand firmly for inter-Nation respect and partnership.

  • Informed Economic Development: I will ensure all future business ventures are vetted with the community, Council, and aligned with our values.

Establish Archives

  • Establish archives that will house the MCFN history and the many individuals who were part of the development of this First Nation. It took many members to take part in the vision of Nationhood.

  • Greater supports for our Elders – home care, personal supports, long term care facilities – elders forums, gatherings, activities and events to bring youth, families and elders together.

  • I will commit to honoring our elders and doing everything we can to capture their stories, their wisdom and their traditional knowledge – to secure a safe place for these archives and to showcase and share this information with our people and  future generations. We need greater acknowledgement of our Elders, our veterans and our survivors of the residential school era – we need to celebrate them.

Building Relationships

  • Building Relationships: Both inside and outside MCFN for all parties to mutually benefit from our connection.

  • Seek Opportunities: Seek opportunities to collaborate with all levels of government, First nations, and industry to identify shared challenges and advocate together for stronger relationships and mutual support.

  • Relationship building takes time and Jutta has taken that time to know and understand how those relationships function for mutual benefit.

  • Jutta also has a long-standing relationship with the Mushkegowuk and Nishnawbe Aski Nation communities (49). Jutta has worked with them for many years and stands united on the challenges we all face as Indigenous people.

  • As Manitou Mountain Planning Coordinator, Jutta collaborated with communities, neighboring nations, and government bodies to protect Manitou Mountain—a sacred site recognized by Elders for its spiritual significance. Through the land claim process, it became Ontario’s first officially protected sacred site and is now used for ceremonies by community members.

I am writing today to show support for, and demonstrate reasons why, Jutta Horn is the best candidate for Chief in the election this upcoming August in Missanabie. I've known Jutta most of my life, and in that time, she's consistently shown to be someone of kindness, honesty, compassion, focus, and determined direction in her desire to return to our traditional homeland. I admire many things about her, but it was her willingness to forgive that truly shows her quality of character. As many of you may know, I wronged Jutta many years ago, and she was rightfully hurt and angry. With the help of Archie, some honest conversation and acceptance on her part, she has genuinely forgiven me. This is a very difficult thing for the vast majority of us to truly do….and she's done it.

 

Another excellent reason to believe that Jutta is our best option for Chief is the fact that she sincerely, and wholeheartedly, wants to build her life on our traditional homeland. She will encourage others to also seek out their own personal paradise out there instead of putting up legal roadblocks to deter our members. I believe that she has thoughtfully, and profoundly, contemplated how best to build, grow, and create prosperity in Missanabie for those members wishing to make their attempt. I have worked directly with Jutta Horn for several years in various First Nation community and regional development initiatives and have known her for nearly two decades.  During this time, she has consistently demonstrated a deep sense of connection with and dedication to her home community which, combined with her high levels of knowledge, experience, compassion, honesty and cultural sensitivity, will undoubtedly serve her well in any community leadership role she may choose to pursue.

I am writing this reference for Jutta Horn because I firmly believe that she is definitely qualified to carry on the duties of Chief of Missanabie Cree First Nation with honour and dedication.

 

Jutta is currently the Deputy Chief of MCFN and has previously served as  Councillor for at least six years.
Jutta has studied Economic & Social Development, Political Science and has gained a diploma in First Nations Business & Administration.

She also holds a degree in community and economic social development.


Jutta has also had the first-hand experience of working with and for other First Nations, such as, the Forum Project Coordinator for the North East Superior Chief's Forum, plus many other projects.


Personally,  I have worked with Jutta for approximately nine years, throughout my three terms as Councillor and as Chair of our Land Transfer Committee. I found her to be very hardworking and effective in getting things done!
I know Jutta to be very passionate about building a future for our community in Missanabie, on our Reserve!
Jutta cares very much about our members and our families, including her own, which I think is an admirable quality, needed in bringing our Community forward.  I am sure Jutta  will make this a priority for our First Nation!

It is always a pleasure to provide a personal reference for an outstanding individual. I am most happy to offer what follows on behalf of my friend and former student, Jutta Horn.

I have known Jutta for many years, initially meeting her through members of her family and community that attended the first Shingwauk Reunion in 1981 and with whom I later worked closely on projects of Residential Schools “sharing, healing and learning”. During the decade of the nineties I got to know her well as she often accompanied and assisted her family at various meetings, community events and other functions in which we all participated. Since then, I had the pleasure of being her Political Science instructor at Algoma University where she was an eager and excellent student, and active contributor to the University community. Since her graduation in 2007, we have been regular co-participants at Residential Schook, Indigenous and other advocacy events, as well in local community, family and Missanabie Cree events. Over all these years, my experiences with her have always been enjoyable, enlightening and productive. She’s a pleasure to be with and to work with.

Regarding Jutta’s talents, skills and character, she has distinguished herself as a very committed, hardworking and accomplished professional community developer and leader; a responsible, thoughtful and strongly supportive member of her immediate and extended family; and a sensitive, sensible and trusted friend. As with all of us, Jutta got to where she is, in herself and in her relationships, from where she was. For as long as I’ve known her, she has had a strong sense of purpose and the importance of her own self-determination – not self-determination in the narrow atomized individual sense, but in the relational and inclusive sense of “all my relations”. In important ways, this emotional and intellectual self-awareness informs her ongoing education and empowers her development as a positive change agent. She accepts that she is simply one among many and that the wellbeing of all is essential to the wellbeing of each. She is thus a very effective team player in everything she does.

In the sixties, many of us saw the necessity of inclusion – of thinking globally and acting locally – not just for our wellbeing, but for our survival. One of my teachers, Elder Dan Pine Sr., reinforced this in me as “the survival way”.  Following his direction, it is also the way of the Survivor groups that I work with. And happily to me, and I believe of great benefit to Jutta and those she works with and for, she gets it.  Jutta is well-grounded and centered in this good way, and thus she is an informed, joyful and effective individual and natural helper.

I am most honoured and happy to be a friend and supporter of Jutta, and of her family and her community. If I can be useful in assisting them in any way I am always ready to do so. Indeed I feel like family already anyway.

A warm greeting to all who are reading this. It is an important year this year for the Missinabie Cree. It is an election year. It brings out a lot of thoughts and emotions.

 

 It has been 20 years since I have been a part of Missinabie Cree. My name is Rebecca Goodmurphy. I enjoy picking berries of any kind, hunting and fishing. A connection to the land is a huge part of life for me. The first time I visited Islandview camp for an annual gathering I was 17. I was made to feel like family and have felt that way ever since. There is one person that makes myself and many others feel that way, Jutta Horn.

   

When I think of a leader, humility and being humble are quite important. Jutta has dealt with many different kinds of people and situations without judgement. She has worked with organizations connected to MCBC and also been counselor. She also finished business school. Currently she is Deputy Chief of Missinabie Cree. These are helpful but secondary for me to the type of person she is.

 

Jutta is strong, intelligent, resilient, and humble. These are even better traits when you see them in action. When you see her offer all the help she can to any person. When you have great conversations and know she understands you. When you see the way Uncle Billy was taken care of. She will always offer food and drink and an interesting story to all. I have learned a lot from her and hope to see others have that chance.

 

Missinabie is a second home for me. I know many more people would love to be up there.  It will be a reality sooner than we know. Let's all remember the land is what feeds us and nourishes us. We must be there and take care of our piece of paradise. We all have differences and must learn to be accepting of that and work around it. I believe Jutta is ready and calpable. Jutta is the embodiment of family values and we are a family all of us. Enjoy this wonderful time of year.
